Delegations Register
Delegations are an important part of how Liverpool Plains Shire Council operates efficiently and effectively.
While some decisions must be made by the governing body at a Council meeting, many day-to-day operational and administrative decisions are delegated to the General Manager, and in turn, sub-delegated by the General Manager to staff. A delegation is a formal authority that allows a person to exercise specific powers or functions on Council's behalf, within defined limits and in accordance with legislation, Council policies and adopted procedures.
Delegations help ensure services can be delivered in a timely and responsive manner without requiring every routine decision to be considered by Council. They support efficient service delivery, provide clear lines of responsibility and accountability, and allow Councillors to focus on their strategic leadership role, including setting priorities, developing policies, and representing the community.
Not all functions can be delegated. Certain decisions are reserved to the governing body under the Local Government Act 1993 and must be determined by Council itself. These include a range of significant governance, financial and policy matters that legislation requires Councillors to consider and resolve at a formal Council meeting.
Council reviews its delegations regularly to ensure they remain current, appropriate and aligned with legislative requirements, organisational responsibilities and community expectations. The Delegations Register promotes transparency by clearly documenting the authority under which decisions are made and the framework that supports accountable decision-making across the organisation.
